Budget process 101 & Public participation

In this Explainer, we take a look at the standard dates and events in a typical budget year. We aim to provide stakeholders with an insight both into how the process works, and what opportunities exist for the public to participate in and influence it—not all of which are covered by official policy or law. We note that this year’s budget process is unusual, due to unique uncertainties that delayed the timelines for public input, and offer guidelines for how stakeholders can get involved earlier in the process in years to come.

Given the critical importance of public participation, we look at the points in time and the ways in which the public can meaningfully participate in the budget process. While many opportunities to influence the 2026-2027 budget have passed, we identify what remains and outline when and how to engage effectively for the 2027-2028 budget cycle. We include observations about what we believe works best and considerations about participation.

We also take a look at some of the new budget materials created by the District (the subject of previous recommendations by MPACT), offering insights about what these materials demonstrate, while also suggesting areas where the District could offer more clarity. We conclude with recommendations for next year’s budget process around participation, education, and process.
